Galileo Service Centers aim at providing added value services to users through the provision of products based on [[Galileo Services]].

The GSC assumes an overweight role to end-users or application service providers, since it is provides the general support to ensure they can maintain the provision of any Galileo based products or services. In addition the GSC is an important reference to the entire GNSS in providing very useful and official information about the system status and interfaces.


Despite not being an active element of the Galileo System, the GSC also helps to taking advantage of the full capabilities of the system. Developers of satellite navigation services and applications may require consultancy and expertise services to the GSC, which could also be used to provide certification services and quality stamps for the final products developed.


The [http://www.gsc-europa.eu/ European GNSS Service Centre (GSC)] is an integral part of the European GNSS infrastructure providing the single interface between the Galileo system and the users of the [[Galileo Open Service (OS)]], and the [[Galileo Commercial Service (CS)]].


The European GNSS Service Centre (GSC) will operate on a 24/7 basis, and will offer the following range of services:
The [http://www.gsa.europa.eu/ European GNSS Agency (GSA)] is responsible for the management of the GSC.
*Providing the interfaces between the Galileo System and the Open Service (OS) users.
*Providing the interfaces between the Galileo System and the Commercial Service (CS) providers and/or users.
*Hosting the Galileo User Helpdesk.
*Providing a dissemination platform for Galileo-related products.
*Hosting an electronic library with Galileo and GNSS reference documentation.
*Offering on demand retrieval and delivery of data archived in the Galileo Control Center (GCC)
*Supporting the management of Commercial Services.
*Hosting a centre of expertise for OS and CS and SoL service aspects.
*Providing SoL and CS user’s service performance assessment forecasts and notice to users.


The Centre is located in Madrid, within the National Institute of Aerospace Technology (INTA) facilities in Torrejón de Ardoz.


Furthermore the European GNSS Service Centre<ref name=”GSC”>http://www.gsc-europa.eu/</ref> is positioned to provide to the users of Safety-of-Life (SoL) applications and systems the related Galileo information such as user’s performance, notice to users as well support to applications and devices.

The European GNSS Service Centre was inaugurated in May 2013 by the Vice-President of the European Commission, Antonio Tajani, Commissioner for Industry and Entrepreneurship and the Spanish Minister of Transport, Ana Pastor. The Centre was named as a tribute to the previous Vice President `Loyola de Palacio´ of the European Commission and Commissioner for Transport<ref>https://ec.europa.eu/commission/index_en </ref>.

On the 17th of March 2011, a Memorandum of Understanding (MoU) between the EC and the Government of Spain was signed by the Vice-President of the European Commission and Commissioner for Industry and Entrepreneurship, Antonio Tajani and the Spanish Minister of Transport José Blanco López.
The MoU establishes the conditions and requirements for hosting the GNSS Service Center (GSC) in Spain and for a Spanish study of the centre definition.  


*Stage 1
The agreement for the deployment of the Centre was published on the Official Journal of the European Union of 23rd of February 2012 in which it was stated that the global network of ground-based stations as part of the Galileo programme includes six centres and one station. The GSC is one of these six ground-based stations (MCC, GSMC, GSC, GRC).
Until the end of the Galileo In-Orbit-Validation (IOV) phase, the GSC acts only as a general Helpdesk facility. After that, the first evolution stage consists of supporting the provision of early services with additional content and functionality by October 2014, with the following initial objectives:

By mid-2015 GSC has the capability of disseminating commercial data through a real-time and it will continue to evolve until reach the fully functional foreseen services that will support the Galileo Full Operational Capability (FOC) conditions.
 
During the Galileo In-Orbit Validation (IOV) phase, the GSC is operating a general Helpdesk function. An upgrade will be developed to support Early Services provision as of end of 2014 with additional content and functionalities.
 
A new version of the GSC will be developed to support the commercial data dissemination through a real-time interface by 2015. The GSC will continue to evolve over time in order to become fully functional in support of Galileo Full Operational Capability (FOC) services.

The European GNSS Agency (GSA) is responsible for the management of the GSC.

The Centre is located in Madrid, within the National Institute of Aerospace Technology (INTA) facilities in Torrejón de Ardoz.

Future and Evolution
