The procedure to perform an accurate transformation between the coordinate frames ICRF and ITRF is provided as follows (see Transformation between Celestial and Terrestrial Frames)

To simplify a little bit the explanations, the equations and parameters provided in these articles implement the IAU 1976 and IAU 1980 precession and nutation models, respectively (see the IERS conventions 1996 [Denis and McCarthy., 1996][1]). Nevertheless, the IAU resolution B16, recommended that beginning 1 January 2003, the previous models be replaced by the new IAU 2000 model. Procedures and equations implementing such transformations are described in the IERS conventions 2003 [Denis et al., 2004] [2].
